Hard water is the single biggest factor here. Edwards Aquifer water carries a lot of dissolved mineral, and every time a tank heats it, some of that mineral drops out and settles on the bottom. The sediment layer insulates the burner from the water above it, so the unit works harder, takes longer and makes that rumbling noise. In a tankless unit the same mineral coats the heat exchanger and the flow sensors instead.
What the Service Includes

Flushing and descaling
A tank full of sediment is drained and flushed; a tankless unit is descaled through its service valves. On hard water this is maintenance, not a repair, and skipping it is what shortens the life of the unit.
Checking the safety fittings
The temperature and pressure relief valve, the drain pan, the expansion tank and the gas or electrical connection are all inspected. A dripping relief valve is a warning about pressure or temperature, not a part to simply swap out.
Your Repair Options
Where the water is coming from decides most of this. A leak at a fitting, a valve or the relief line is a repair. Water coming through the bottom of the tank itself is the tank shell failing, and no repair puts that right — the unit is replaced. That distinction is the first thing checked on arrival.
Age matters too, and so does what a repair buys you. Spending on a control valve in a unit that is already well past its expected life and scaled solid is often money that would have gone further towards the replacement. What affects the cost of a water heater repair?
Which part failed, whether it is a gas or electric unit, and whether the tank itself is sound. Replacing a thermostat or element is a small job; a gas control valve is a bigger one. How long does a tank water heater last with San Antonio water?

Is it safe to relight the pilot myself?
If you can smell gas, do not touch it — leave the building and call the gas utility from outside. Otherwise, follow only the instructions printed on the heater's own label, and stop if it does not light on the second try. Should I get a tankless unit instead?
It depends on the house. Tankless units suit homes with long hot water runs and high demand, but they need adequate gas supply or electrical capacity, proper venting and yearly descaling on water this hard.
